Congressional Candidate Adam Dunigan Calls for Abolition of ICE and Impeachment of DHS Secretary Kristi Noem

Virginia’s 8th District — Democratic congressional candidate Adam Dunigan is calling for the complete abolition of Immigration and Customs Enforcement (ICE) and the impeachment of Department of Homeland Security (DHS) Secretary Kristi Noem, citing a pattern of lethal misconduct by ICE and a total collapse of accountability within DHS.
Dunigan’s call follows the recent murders of Renee Good and Alex Pretti by ICE agents in Minneapolis. As a former Marine and CIA case officer, Dunigan knows better than most the real threat posed by rogue paramilitary organizations. He pointed to the 32 deaths in ICE custody in 2025 alone as further evidence of an agency operating outside constitutional oversight and human decency.
“The time for debate is over,” Dunigan said. “You can’t reform an organization that has trafficked in ICE’s brand of cruelty and murder.” He added that Americans will remember ICE as a stain on the nation’s history.
Dunigan believes restoring faith in the federal government starts with unmasking, arresting, and prosecuting the officers involved in the murders of Good and Pretti for murder. DHS Secretary Kristi Noem must also be swiftly removed from office.
“Noem has created a culture in DHS that operates with minimal oversight, maximum impunity, and treats American citizens like a foreign enemy.” Dunigan believes this failure has left communities more vulnerable and less secure, while undermining public confidence in the rule of law.
“We didn’t end up in this situation by accident,” Dunigan noted.
“Republicans in Congress sold their souls to Trump and his ongoing authoritarian project, which is growing more repressive by the day.” He also pointed to recent statements made by incumbent Democrats, including Congressman Don Beyer, adding, “Democrats have ceded too much ground. They watched a man get executed in the streets and their idea of accountability is a shuffling of management.”
Dunigan said disarming and abolishing ICE is the only way to ensure basic accountability going forward. “They have to go. We have to ensure this kind of lawlessness and cruelty can never be inflicted on our neighbors and communities again.”
